NYC Shelters Killing Animals People are Trying to Save

Even as New York City Animal Care & Control claims on its website that it has an 80% live release rate, rescuers and adopters complain that the shelter kills animals who have homes lined up as a result of the cumbersome and faulty process required to save animals from the kill room.  The complaint is not new but the NY Post ran an article on the issue this week, placing a spotlight on the problem:

Every night at 6 p.m., the shelter posts a list of “at risk” animals to be euthanized. Rescue groups and members of the public have until noon the following day to reserve them [via NYCACC’s online system]. But the “at risk” list was offline at least one night last week and several times in February due to technical difficulties. And the crashes have tragic consequences.

Remy was reserved via the online system by a rescuer one night last month who paid $52 for her via credit card.  When the rescuer arrived at at the shelter to pick Remy up, she was told there had been a problem with the paperwork and Remy had been killed.  Another rescuer reserved a dog called Lady last month but there was a problem with that hold too.  Lady was killed by shelter staff.

Another rescuer, who asked to remain anonymous, said she calls and sends e-mails to ACC staff after placing holds because she doesn’t trust the system.
“Frustrating things happen,” she said. “I’ve pulled two cats and gotten two different ones. I’ve pulled animals [that were advertised as] 3 years old and were actually 13 years old. “They always say this is because of computer problems,” she added.

When contacted by the Post, NYCACC refused to comment about the computer problems resulting in the needless killing of pets who had homes waiting.  But the spokesman did have a complaint to lodge:  the online system is often used to place “fake” holds on pets just to get them off the kill list for 48 hours.  Imagine that – people acting out of desperation to prevent animals from being needlessly killed at the shelter.  It’s as if the public actually cares about saving the lives of homeless animals.  But NYCACC isn’t going to be fooled into not killing animals and has designed the system to ensure that all animals with “fake” holds will definitely go to the kill room:

When the “fake” adopter fails to the show up within the 48-hour hold period, the animal is euthanized. During that time, a real adopter could have stepped in. But the online system doesn’t allow for a backup rescue after the deadline.

Evil.

Here’s a thought:  if the online reservation system is failing to save lives – both by accident and by design – and it’s evident that the public doesn’t want healthy/treatable animals killed at the shelter, maybe it’s time to consider ending the practice of killing animals and start doing the job of sheltering.  Make it NYCACC policy that no healthy/treatable animals are killed under any circumstances.  That way, it doesn’t matter if there are a hundred computer glitches a day because no animal is going to be killed as a result.  And the “fake” hold problem is eliminated by virtue of the fact that there is no kill list.  Problems all solved.

  1. What most New Yorkers don’t appreciate is that the “At Risk” list is the AC&C’s “primary marketing tool” to get their animals out alive, as private accountant Thomas Scopac has noted. Dogs and cats on the “At Risk” list are the animals the AC&C has given up on getting out alive, hoping that members of the public will save the animals at the 11th hour. Mr. Scopac also noted that one-third of the dogs entering the AC&C will end up on the “At Risk” list. That’s a terrible statistic. So, when the AC&C’s “At Risk” software program (or its employees) err, the result is literally death for the AC&C animals involved.     1. the dogs are not on the at risk site as a last ditch effort! they put healthy dog on there too. if a dog is assertive on they go with a terrible rating, a cold?? on the list so many killed because of cold.they give them 18 hours to find a home.that is it. a few get another day but not many.the system is broken. there is lots of $$ in dead dogs and cats. they put dogs on for no reason and most times find a reason that is bs.once they walk or are carried thru the doors of the nycacc they are doomed. if not for all the advocates and rescue trying to find homes they would all be dead! they do nothng at all but do promote their events which are a joke.have been working with this for a few years now and it is an atrocity what goes on there!! a hellhole , a concentration camp for animals is what the nycacc is other than the devoted volunteers who try their best to love and care for them. the rescues are burdened with high vet bils becaise the dogs re getting pneumonia from there also.so they are freezing pulling of dog. it is filthy there with dogs getting kennel cough (a cold) within very short time.come on richest city in the world step up

      1. I am so happy I live on the other side of the world (Belgium/W. Europe). Here dogs stay in shelters for at least 6 months. Pitty that their information is not always correct. From the age of 19 I have adopted several dogs from the public shelter here. I could keep them all, except for one. He constantly urinated all over the place, even after a walk of 30/45 mins. We contacted the shelter again, explaining the problem and he was taken in again without any problem. I understand in many States in the U.S.A. dogs are only staying in a shelter for about a month. Disgraceful !!!

    2. So why don’t they utilize that and actually check messages and respond to ppl trying to save them? In some cases KILLING(not euthanizing)healthy animals that rescues and ppl have actually placed a hold on?

  3. The Facebook outfit for NYCACC is another peice of work too. It’s to the point many people don’t even bother to look at the animals. They post 48 and 24 hour pleas, but then when anyone tries to save the animal it’s nothing but road blocks. They can only go trough certain groups, and those groups can take two weeks or more to decide if you are worthy of pulling a dog from the kill room. And they won’t bother with you unless you have a certain dog in mind. It’s a catch 22. And it’s the dogs who pay the price all around.

  4. The NYCACC is getting away with murder! Why can’t someone anyone stop them? Why isn’t media all over this? Why do NYC government officials continue to ignore the people? This tragedy has been going on for years and NYC sweeps this under the rug and unsuspecting New Yorkers surrender their animals thinking this is the ASPCA! ! The DOH has no regard for these poor souls and refuse to fund and build new shelters (Bronx and Queens don’t even have full service shelters) how in the world can this be happening in NYC! This is an abomination! If a superstar stepped up and shed some light on this crisis the flood gates would open ! Please someone reading this thread that has friends in high places help to raise awareness let the good people of NY know about the arocities being committed and expose the truth !!!

      1. And whatever happened to the No-Kill policy that was supposed to have been put into place by 2015?!? Healthy, adoptable animals are losing their lives unnecessarily due to shelter director Risa Weinstock’s mismanagement of New York City’s homeless animal population. Weinstock’s answer is to exterminate these animals as if their lives were meaningless–healthy and adoptable animals that could make wonderful pets. Many of these animals arrive in good health at NYCACC only to fall ill at the shelter. So my question is, when will New Yorkers put a stop to this cruelty once and for all? Killing innocent animals is inhumane and not the way things should be done in a civilized society. There is no excuse for this pattern to continue and the sooner New Yorkers demand an end to the unnecessary killing of innocent animals, the better. If New York is truly “The Greatest City in the World,” it must stop this dysfunctional cycle that makes no sense in a world that should be caring for the very animals it has hosen to domesticate. Mother Nature’s creatures deserve so much better.

    Kintaro was on last night’s “kill list.” He was an emaciated scared little guy, but still managed to have a great rating so he was available for public adoption. This morning, he was reserved by a “member of the public.” Tonight, he is DEAD.

  7. All they do do is kill. No time is given, and they find every excuse to kill. Don’t answer phones, emails. Even when there is adopters or fosters are denied if out of state. Would rather kill than save.No medical attention is given if they need it or for pain. Cages are filty and therefore get sick and then they can kill them. This place is one just horror. Scared dogs are labeled aggressive , so unfair. So much more goes on with abuse as well.

  9. We’re tired of all the lies, excuses, mistakes and yes abuse and neglect of animals being turned into the NYCACC! They could do so much more to help these animals find loving homes but they prefer to just kill them instead. They are abusing and only God knows what else they are doing to these animals. A dog on the death list, Keidith was abused by an incompetent staff member – the dog had “profuse bleeding from the mouth, multiple puncture wounds in oral cavity at mouth and mandible, fractures of lower and upper premolars, upper molars on right side, possible additional fractures present with fragments remaining attached by ligaments, many multiple punctures of the tongue with bruising – many oral injuries sustained by struggling against rabies pole” Did they shove the pole around and in the dogs mouth? And yes they killed him right away. Was that to get rid of the evidence? Many other serious incidents happening there that really need to be investigated…. dogs put on DOH hold from bite marks and puncture wounds received in the center and then killed before the hold is up! Dogs are not medically treated and left to suffer. They have unfair assessments and it doesn’t matter if they are healthy, babies, great family pets, seniors, etc. they want them dead!!! Time for CHANGE and new compassionate staff and directors!

    1. Tonya – Did you know that there are over 248 NH RESCUES THAT CAN PULL FROM THE NYCACC. THE SAME 9 OR 10 RESCUES PULL ALL THE TIME! THE QUESTION IS WHY AREN’T THE OTHERS PULLING? IF MORE OF THE RESCUES LOOKED FOR FOSTERS, AND PULLED SO MANY MORE ANIMALS WOULD BE SAVED! THIS IS A TRAVESTY!

Deplorable conditions like some kind of third world country. … leaving animals to languish suffer and then killing them. Many healthy adoptable animals including kittens and puppies, late stage pregnant females, momma cats and their entire litter of newborns. Botching surgeries (Gracie) transport notices something wrong, her intestines hanging out. Performing dangerous late stage spays aborting babies. Simple neuter surgery cats are dying. Animals arriving healthy to contract illness in their filthy dirty deplorable facilities wind up extremely sick in days time. Killing despite rescue attempts. REMY , CHARD, CHICO, KINTARO, LADY, BLUE , DAISY… atrocities are being committed against our companion animals!! This is just what the public sees I can’t even imagine the horror going on inside those walls shrouded in secrecy and being paid for with tax payers money

  13. Most of the animals that come to the shelter get KC – kennel cough or URI – upper respiratory infections due to unsanitary conditions even though they are under the Department of Health. Once they are sick they can be killed. It is very convenient for the AC&C and the DOH to keep this status quo. Animal control masquerades as animal care. Institutionalized killing which is being subsidized by every taxpayer in the US as they have been granted the government stamp of approval- the 501c charitable tax exempt status even though they lack transparency and accountability in their goverance and activities by having staff sign gag orders, and have policies that are secretive, do not allow photos, cameras, whistleblowers, investigations of animals beaten before they are killed and do not follow their mission statement of caring for the welfare of animals. Shame on us, we must demand better.

I am not so sure about the so called “computer issues”, but I do know that the “shelters” are more concerned about the money NOT THE ANIMALS…They are to quick to kill, can not keep things straight, etc. All NYC ACC need A TOTAL OVERHAUL….

  15. They just adopted out a dog with Parvo, and also couldn’t figure out whether she was pregnant or not! Seriously…your vets don’t know a pregnant dog when you see one? When the adopter asked for his vets bills to be paid, their answer was NO! They blocked him from sending emails, calling or contacting the shelter in any way! This man has 3 other dogs who may be infected! They purposely get these dogs sick, so they can kill them. Since when did KC, AND PNEUMONIA BECOME INCURABLE? INFORMATION has even been shared with me that dogs listed for adoption on their website aren’t even on the adoption floor for the public to see! Healthy animals are placed in a cage right next to the sick ones. DOH DOGS ON HOLD CANNOT EVEN BE TAKEN OUT FOR WALKS!! TWO YEARS AGO FEBRUARY, WORO’S ADOPTERS FROM MAINBE WERE ON THEIR WAY TO GET HIM. WHEN TRANSPORT ARRIVED, HE WAS DEAD…OOPS SORRY WE KILLED YOUR DOG! I HAVE PERSONALLY BEEN IN THE SHELTER WHEN SEVERAL PEOPLE WERE SURRENDING THEIR CATS. EMPLOYEES TOLD THEM THAT THEIR CAT WOULD REMAIN THERE UNTIL ADOPTED. I INFORMED THEM OF THE 30 CATS ON THE KILL LIST FOR THAT EVENING. THE MAN APPROACHED STAFF, AND SAID I WAS TOLD MY CAT WOULD BE HERE UNTIL ADOPTED, ANBD YET YOU HAVE THIS KILL LIST. MOST OF THE PU LIC HAS NO IUDEA. THE STAFF WERE CAUGHT IN A LIE RIGHT THERE! DURING A RALLY, KEN FOSTER, STAFF MNEMBER LAUGHED AT US..VERY UNPROFESSIONAL!! MY DOG WAS SENT HOME WITH KC, AND NO MEDS.   17. All those so called “shelters” in the usa that kill healthy dogs should be shut down. I’m glad I live in the uk where we do not put healthy dogs down. If you care to look up the Battersea Dogs Home in the uk you will see that no healthy dog is ever put down.. Most of our “rescue centers” are kept going by donations and volunteers. It is a very rare sight to see a dog on it’s own unless it has “escaped” from it’s home.

I have been saying this since I first saw that death row animals’ site in September. ..It was shared to a happy cats internet site…I was shocked that this wholesale killing unwanted pets takes place in our country…The NYCACC is nothing more or less than a HUGE- scale tax diversion ring- where MILLIONS of your tax dollars are funneled into” salaries” , especially” board members’ ” salaries…all politically appointed, and protected. These poor animals are dying in horrendous conditions EVERY DAY. to support THIS, while the majority of the NYC public turns a blind eye- and even supports the place, by bringing them pets that have simply become inconvenient for them.Trappers are PAID to bring in cats to be killed, while the NYCACC uses them to pad their intake numbers- and collect more tax dollars, of course. They employ the scum of the earth, who absolutely despise these animals, to accomplish their greedy purposes. HOW can New Yorkers walk by these places, knowing what is happening unside?????? And how could they NOT know? ??? This place puts money into the right hands to cover their tracks. But how can people with a heart and soul, see the parade of faces slaughtered for NOTHING BUT GREED, and allow it to continue? ????

  19. NYC was suppossed to be working to no kill 3 plus years ago. There is definetly something wrong with the people who run these shelters. I have been asking everywhere what can we do to make them get to the standards they themselves set. Petitions don’t work. What will? I am willing to become very active to change them

  20. New York City ACC has been a dysfunctional system for many years. Unfortunately, serious reform has yet to come to NYCACC and it is tragic.

    Day after day, homeless animals arrive at NYCACC, many of which end up at NYCACC through no fault of their own. Additionally, many of these animals arrive healthy only to fall ill within the shelters. Some are injured while they are in the shelters and there are those who have lost their lives as a result. To say this situation is something that should be unacceptable is an understatement. One can only imagine that the majority of New Yorkers are unaware of what is really going on within their animal shelter system.

    The Executive Director of NYCACC, Risa Weinstock, is a corporate lawyer who rose to become the head of NYCACC having what appears to be no previous animal welfare experience. How is this possible? During her tenure, she has shown to be incompetent, unqualified for her position and worst of all, has shown little to no compassion for New York’s homeless animals. She does not possess the credentials to run New York City’s animal shelter system. That much is clear. Weinstock’s method of managing the homeless animal population in NYC is to exterminate homeless animals as if their lives were meaningless. Far too many healthy adoptable animals have been killed in spite of their being healthy and adoptable…animals that could have made wonderful pets. Even animals such as greeter dogs have not been spared. These are animals whose behavior is exceptional enough to use them as special ambassadors at the shelters. It is beyond all comprehension that this is actually happening in “The Greatest City in the World” who should be setting an example for the rest of the country, at the very least.

    So why is this dysfunction and destruction tolerated? A no-kill policy was supposed to have been put into place in NYC three years ago but to date has yet to materialize. Weinstock and Chairman of the Board of NYCACC, Patrick Nolan, have conducted public board meetings that have been videotaped but links to those videos are no longer available to the public on the NYCACC website. There is only one exception of a video of a meeting from two years ago posted on the NYCACC website. All other links to video recordings of these meetings have been either removed from the NYCACC website or suppressed. Why? What do they have to hide? I’ll tell you why. Because the public commentary portion of these meetings generally does not place Weinstock, Nolan and NYCACC in a positive light. During the last board meeting on January 22, 2016, Nolan actually interrupted the owner of a rescue organization who was there to speak on behalf of New York’s homeless animals and present the board with a petition signed by thousands of people who demand meaningful reform at NYCACC.     Incidentally, if this wasn’t bad enough, Nolan prematurely adjourned the meeting which effectively denied approximately 2/3 of the public who had signed up to speak the opportunity to actually do so. These people traveled all the way to this meeting in inclement weather thinking they would be allowed to voice their concerns only to be silenced. Is this how business should be conducted? I know New York has always had a notorious reputation when it comes to politics but this is 21st Century New York, not 19th Century New York and the days of Tammany Hall.

    For those who are unaware of the latest news from NYCACC, the NYCACC Medical Director just resigned from her position. Her name is Dr. Lisa Hara Levin. Questions need to be asked as to why she resigned. Of course it is possible she was forced to sign a confidentiality agreement that could prevent such disclosure. If that is the case, then the question is why would a confidentiality agreement even be necessary? It seems to me that an animal shelter system should be transparent about how it operates considering it must answer to the public. Unfortunately, under Weinstock’s direction, this has not been the case. Comptroller Scott Stringer’s most current report on NYCACC has revealed that much.

    In any event, New York’s homeless animals deserve a voice and it is up to the public to provide them with that voice. Humankind domesticated these animals to keep as pets and it is up to humankind to take care of them which means all of them. Killing healthy adoptable animals is uncivilized and can no longer be tolerated by civilized people. Mother Nature’s precious creations deserve to be cared for and their care has been entrusted to us. It is time for all of us to accept this responsibility, not just in New York City and not just nationwide but worldwide. There is no excuse not to do so any longer.

  21. People need to wake up, step-up and demand change/reform already! When is enough enough? This place is an absolute shameful disgrace to both the city and the state!
    NYC ACC Bragging about the fact that they only killed 5000 animals this year, opposed to 10,000- 20,000 I guess makes them saints. How many of the 5000 animals that they DID kill were healthy, adoptable, easily treatable animals including kittens and puppies? How many were killed despite having a rescue? How many left the facility and died shortly after? (still counting towards their live release rate). How many of the Live Releases required life saving measures to save them from virulent strains of pneumonia CONTRACTED INSIDE THE FACILTY? How much money is in the NYC ACC STAR FUND? WHAT ANIMALS has it helped?

    Why are people trapping and dumping cats, mostly from the boroughs that don’t have full service shelters?

    Why is there an attorney with no background in animal welfare running the show? Why didn’t the medical director speak at the past 2 ACC board meetings? (Considering that disease is the biggest problem, apparently she just resigned). Why is Patrick Nolan the board chair, who also happens to be owner of a publishing company that publishes (the new NYC ACC hire) Foster ; just curious is this a paid position? Nolan was very rude and disrespectful to me personally, he apparently doesn’t like to be challenged.
    The public has questions, many questions, since there is no transparency or accountability our questions remain unanswered. We can’t even ask them at a publuc board meeting. The wealthiest city in the world can certainly afford the immediate building of new state of the art facilities modeled after the NYC Conservatory, outlined in Stringers “Led Astray” report. Just want to add that I do personally foster/adopt and continue to raise awareness anywhere, anytime, everywhere I can. The truth shall set us free !

  23. It’s totally disgusting and a disgrace that the people who are responsible for the innocent defenseless animals in their care are not getting a fair chance to be adopted. The animals get sick after arriving and then killed because the staff says they are sick animals. But they came in healthy! The facility is filthy. They have expired medication which us illegal. And they kill without any sedation! In our society, why do we take care of the pedophiles, murderers and and rapists? We are wasting our tax dollars on the scum of the world! I’d rather put my tax dollars towards the shelters and rescue’s to keep our precious domesticated animals safe, secure, and loved like they have the right to be. This world is evil and ass backwards. We need to change it. It’s time.

  24. Explain to me when an animal comes in injured it lays for hours or days without even being treated by a vet. How do they allow the employees put down the animals….are not only vets allowed to administer the needle..

    1. Ann. I believe Vets take an oath, and they are only supposed to be euthanizing without prior sedation. it has been rumored for many years that they are not sedating. That is against the law if this is in fact happening. Also, Dr. Levin is a VIVISECTIONIST. IT IS ALSO BELIEVED ANIMALS WERE BEING SENT TO LABS FOR EXPERIMENTATION!!!

No sedation is not only rumored, dr Levin admitted they do NOT sedate, she stated the blood pressure drops to low if they sedate first, and that it’s less stressful for the animal if they DO NOT sedate. ….. Higwash!!! It’s much faster and much cheaper for them NOT TO DATE …… who do they think they fooling. They do intraperitoneal injections without the use of proper sedation first!!

  25. Tell why does an animal come in that is injured and lays 4 hours or days with out any medical treatment. How does an employee administer the euthization needle..is it not a law that only a vet can do that…Why r the animals not sedated.before the euthanization

  26. Ruby, taking care of prisoners, including people who abuse animals, is part of a civilized society. The principles that mandate good care for prisoners are the same ones that mandate good care for everyone else, including animals in shelters. All members of society should get decent treatment.

  28. The people who drop these beautiful animals at a kill shelter are the guilty ones. They know their pets fate is sealed if they are not adopted. Such a shame to see so many end up where being euthanized is a strong possibility. Heartbreaking to see some of the faces of these dogs and cats in so much sadness and stress and abandoned. What a very sad ending to a faithful friend. Many of them don’t even live to a year old. Sad, sad such a short and terrible end.

    These kill shelters need to be replaced so these animals have a longer chance to survive and find suitable homes. Politicians need to revise their laws to protect animals from ultimate death. There has to be a better solution that continuous killing.

    1. If they know what is going to happen, they should not dump their pets to die. Yes this place is in dire need of reform and politicians need to change laws, but sad thing is, they DON’T care. Most of them really don’t. And some people just don’t care. The cat trappers just don’t care what happens, they don’t want them around, and they’re frequent clients of the ACC! And if they’re abandoning their cat or dog in their apartment, tell me if they care what happens to their pet. ACC needs to do a better job finding them homes. The advocates are the ones finding them homes. What do they do?
