Logan Co: Closing the Barn Door after the Horse has Bolted

The Logan Co pound in WV has been closed for quarantine.  A local television station reports that three dogs have tested positive for distemper and volunteers at the pound suspect 17 other dogs have died from the disease recently.  Dozens of dogs remain inside the facility:

“If they are not laying there dying they are being put down,” said SAFE volunteer Michelle Starr.

Well that sounds pretty awful.  It’s hard to imagine anything worse but don’t give up hope so quickly because there’s this:

Twenty-six dogs had to be vaccinated at the Logan County Animal Shelter after a distemper outbreak, and one dog had to be put down.

*facepalm*  Gee we’ve got a confirmed distemper outbreak, I guess we’ll have to vaccinate – there’s just no way of avoiding it at this point.

If the Logan Co pound had been vaccinating upon intake across the board, utilizing routine cleaning practices and quarantining new arrivals, they might not have dogs dying left and right.  Vaccination prior to or immediately upon intake is key to preventing and minimizing distemper outbreaks.  From the Koret Shelter Medicine Program info sheet on Canine Distemper Virus (CDV):

The most important factor in disease risk is vaccination: a “fully” vaccinated animal over four months of age is at very low risk of CDV infection. However, even incompletely vaccinated animals may survive a possible exposure.

It sounds like Logan Co does little to nothing to prevent disease outbreak at the pound:

SAFE volunteers said the distemper outbreak is not an unusual problem. They provided 13 News with a letter from Michael Koch, a veterinarian at Tug Valley Veterinary Clinic in Williamson. Koch said in the letter that he has treated several animals from the pound. In the document Koch writes:

“All of the patients I have examined have been afflicted by at least one infectious or contagious disease. Some of them have had multiple diseases. I have diagnosed Sarcoptic mange, infectious canine tracheobronchitis, canine distemper, parvovirus, coccidiosis, hookworms, roundworms and whipworms. All of the patients have been in a very poor state of health.”

Pound officials said they do the best they can to regularly care for the animals and disinfect the facility, pointing out that animals are often not vaccinated when they come to the facility and are already in very poor condition.

They’re doing the best they can.  It’s the public’s fault for not vaccinating and providing proper vet care – which the pound doesn’t do either but hey, why quibble over details?

Logan County Commissioner Danny Godby confirmed that workers put down at least eight dogs within the past month after testing positive for parvo.

Vaccination upon intake.  Vaccination upon intake.  Vaccination upon intake.

“We are doing our best to save these animals,” said [County Administrator Rosco] Adkins.

So I’ve heard.

  2. where is the HSUS on this ?? where is the ASPCA?? Best Friends..where are the funds from these huge organizations to educate the public a and help shelters vaccinate on intake? It is unthinkable not to do this.. to save lives and protect animals who are only in the shelter temporarily as well

    1. For you information, HSUS, ASPCA or Best Friends don’t provide funds for vaccinations. The shelter personal knows that the best is to vaccinate by intake. They just don’t want to do it. If they don’t have the money to buy vaccination I would suggest to do a Fundraiser like all the other shelters do.

    2. They are asking for donations for Summer Wyatt for the Miss WV pageant on their rescue page, Summer is in charge of the ASPCA of WV….. That’s why she’s not involved with helping the animals….

  3. Logan County pretty much is a dirt hole where none of the people in charge give a damn. I had a long conversation with the HSUS State Director for WV and let’s just sum it up with “people refuse to change things in the Logan County shelter”. The shelter has no cleaning protocol implemented and the shelter personal doesn’t think they need one.

    1. Yeah, why implement a cleaning protocol when the dogs will die off on their own from preventable diseases? Worst case scenario: they “have to” kill dogs themselves. Either way, no standard disease prevention cleaning protocols needed! Status quo FOREVER!

      1. One more reason that WVs shelters need standards of care and oversight. In other words – shelter reform is needed. We need laws to regulate the WV shelters just the same as the large scale breeders need regulated. Ending up in a shelter should NOT be a death sentence for a homeless pet. A bill was introduced this year, but died, that would require standards of care for WV’s hellish shelters. it will be back next year. I hope that people who should be advocates for animals will not be the ones fighting it. the animals are the ones who lose.

  5. The Logan WV Animal Rescue League, Inc., is the new animal organization in the Logan community. They have purchased new, comfortable beds for the animals at the pound, assisted with emergency vet care, and helped with spay/neuter, both at the pound and in the community. They are raising funds to try to help the dog pound vaccinate animals in the future. Working together…many good things can be accomplished!

    2. This “new” rescue.. The Logan WV Animal Rescue League Inc… Is ran by the pound employee Chris Browning and his wife Tiffany. The animals are suffering and dying slow deaths in that pound. Two vets in our area are disgusted by the performance of the 2 pound employees, father & son! Logan county will always be fighting for the animals and the need we have for new employees who are actually animal lovers, and who will help end the suffering up there. We would like to do away with the rude, obnoxious behavior also. Please do not donate to this rescue as they are NOT helping the pound animals, if they were truly helping these animals would have all seen a vet!!

  8. My name is Lesley Chrislip, I work with the volunteer group Saving Animals from Euthanasia in Logan, WV. The pound is supposedly being cleaned with sick animals in it. The pound is actually an old garage the county used to house their vehicles in and it was never set up to house animals. It is a horribly, dilapidated building with cracks in the floors, no drains in the makeshift kennels and the feces and urine washes right under the building when and if the kennels are hosed out. There are on average at least 3-4 adult dogs per kennel and the “puppy room” is usually at least 5-6 animals per cage. Some of the animals are kept in cages way too small for them and this is how they are kept until they are murdered every other Tuesday. There are 2 workers at the pound. They come in at 7:30 a.m. leave at 10:00 a.m. and do not come back until 3:00 p.m. The rescues and adopters are rarely if ever allowed to go in the back because they do not want their dirty little secrets out. There have been cleanliness protocols sent from the Humane Society to both the pound workers and the County Commission with absolutely no response at all. We have been saving the animals from the pound for over a year now. We have seen things that no animal lover should never witness. Animals hit by cars laying in their own filth because they were too injured to stand to even get out of it. A 15-year-old Yorkie left in a cage with 3 wild dogs who had attacked and sent a man to the hospital, who was attacking him every time he tried to stand. Their reasoning was, “we are euthanizing him, no one wants a 15-year-old Yorkie that is vicious.” i rescued this Yorkie last June and he is still with me, happy, healthy and the light of my life. Also this vicious Yorkie loves all of his brothers and sisters.

    As for the Distemper, SAFE fosters animals from the pound. We had a dog who was seizing violently and the foster mom took him and one of the her other foster animals from the pound to a vet and both had to be euthanized due to symptoms of Distemper. This was the second vet visit for both of these animals since they came into SAFE’s foster program. We immediately informed the pound and the County Commission with only a slight response from the pound workers and no response at all from the County Commission. Although none of us had been through this before, the volunteers immediately came up with a plan to help. One of the volunteers called a local businessman, who donated one of his buildings to be used for a makeshift quarantine for the animals at the pound and the fosters animals we had, SAFE informed the County of our plans, “they would get back with us”, SAFE turned this building into a far better place for animals in 2 days than the County has been able to do for at least 25 years. We received over 7,000 dollars worth of kennels, carriers, cleaning products, crates, food and other supplies overnight for these animals. The county of course refused all phone calls and never responded to us at all. We were only informed by a pound worker “they had decided not to go in that direction” when one of the volunteers called them. The direction they decided to go in was to put all the animals outside in kennels while they cleaned the pound and then put all the sick animals back in the pound. The County either has no idea how many animals have died in this pound in the last 2 weeks or they are lying. The fosters that SAFE had in their care who have died in the last 2 weeks is 15, 3 of the animals who have been tested, have tested positive for Distemper. These fosters had been vaccinated at least 2 weeks before they died. I do want to make clear the scope of this epidemic, these fosters were from 3 different fosters. We have heard from people who have adopted or rescued pound animals since at least April 1st of this year and their animals are dying, some who are out of state rescues. From the ones we have heard from, this total is at least 4 animals and we have not checked with all of the rescues and adopters yet. We have at least 8 animals that we know of that are being fostered or are with adopters and rescues who are having symptoms of Distemper now. One of these dogs is our foster’s 13 year-old dog. The pound had a mother and 14 pups in the pound at the time this Distemper outbreak hit, we know 2 of these pups have died, but we can get no other information on these poor animals because “they don’t have to tell us anything.” There were approximately 25 adults and 17-18 pups in the pound when this happened. We have no information on any of these animals. They did not close the pound for 4 days after I informed them of the outbreak so we are not sure how many more animals were let in to die a slow, horrible death before the pound was closed. SAFE does want the County Commission of Logan, WV to know we will treat our fosters from the pound who are dying from the disease they caused with their total lack of humane conditions at the pound, we will try everything our vets know to try to save them and if it comes to the point that treatment in not helping them, we will hold them in our arms while they take their last breath. At least they we gave them the respect and love they deserved. They will not die on your filthy, cold, wet floors alone and suffering.

Also 5 of the pups who have died from Distemper were in a vet’s office for a over week with round the clock care and they still could not be saved, so what are those poor animals in the pound doing with no vet care at all. This is horrible disease and no angel should ever have to go through it.

    week both said they were not allowed to go in the back where the dogs
    were – even tho they expressed interest in maybe pulling another dog .
    the dog was shoved out to the girl with a foot – not kicked, but still
    pushed with his foot, and was covered in feces, urine and cockroaches.
    they have called the commission. we are all trying to help the dogs have
    better conditions. i know dogs will have to be euthanized. there is not
    enough room at this pound BUT their kennels should be clean, fed and
    watered; and rescues, volunteers and people should be encouraged to help
    and visit…

    men at this shelter are disgusting!! My husband and I are outraged at
    their complete lack of compassion or willingness to allow rescues and
    volunteers in to help out except for an hour on certain days. You would
    think that they would welcome help with caring for these animals. These
    babies had a rescue. Please someone from this website explain to me why
    the rescue was not called back. They stated that they had called and
    left messages. Something underhanded is going on at this shelter!! Also,
    who can I call to find out why this is happening in this shelter? I
    have heard stories of the two men that run this county’s shelter. We all
    need to contact lawmakers, television stations, county commissioner,
    governor, state police, mayor. Seems like the men who work there are
    only there to drive around all day, collect their paycheck and go home!!
    They are not even available to allow the public to come in and adopt at
    normal hours!! Truth be told, they probably don’t even feed them or
    give them water half the time. This has to be stopped!! They need to
    allow volunteers to come in and help out if they can’t be at the shelter
    to care for and help animals get adopted. They would do this for free
    out of the goodness of their hearts. But I really feel there is a deeper

    I’m writing this letter in regards to the deplorable condition of the Logan County pound. Logan County desperately needs an animal shelter. The indescribable odor that greets you in the parking lot just gets worse as you enter the old building. The dog kennels have no drainage, so the urine streams across the floor to a drain in the middle of the room. There’s no air conditioning or heating system. The ventilation system consists of a single fan. The dogs are not exercised at all. Most of these dogs will not get out of their cage until they’re “put to sleep”.

    Some have been there for weeks. I fostered a pup from the pound that was so infested with gastrointestinal worms they were coming out both orifices. Sad to say, that pup didn’t live 24 hours. These animals get no veterinary care. There are overcrowding issues and these animals have to sleep and eat in the same space they defecate and urinate. These animals deserve better.

    Please join me in writing Governor Tomblin (www.governor.wv.gov) to get Logan County an adequate humane animal shelter.

  15. So what is anyone local doing to raise money to make sure the shelter has a budget to buy vaccines? To form a board for oversight of the shelter. Volunteer to work at the shelter to turn things around. These things need to be done to even get started. Pressure has to be put on municipalities and other government agencies right up to the governor to get laws in place. Nothing happens on its own, Yeah, I know, more laws and regulations. But without penalties for bad or ignorant actions, what will change? How are people to be made accountable.? We get involved locally and up to the state level where I live. I wish you luck in getting this shelter turned around. I saw the picture of the puppies huddling against the wall in urine-soaked newspaper, looking scared or sick. It is going to take a real act of will. But I also have to say that well-run shelters run into problems. We’ve been running into outbreaks of parvo around here, and a normally excellent shelter had infections there, and temporarily had to shut down to sterilize the place. Not too many dogs passed, but it was close enough to a disaster.

    1. they will not let you give the dogs vaccinations. these two men are the utpium of buutt heads . they do not like the volunteers and will help them in no way. and county commision lies and takes up for the pound workers. yes there is a new shelter but it has been built all they have to do is move it. it has been now five moths and they are not moving or try to.and it wouldnt matter these two men there will not clean. they get money all the time use to when the dogs get adopted out thats what i am saying. they pay over $20,000 a year to euthanize the dogs and that could be used for the animals and adopting them out and getting vaccines also.and they wont allow out of county fosters or out of state fosters .they put animals down and rescues comig for them also.just because they are mad at the volunteers for something.and the county is just if not more stubborn as the pound workers.and aspca has been there and she wont do anything they threaten every one with their political standing.these two men say they pick up 30 to 40 dogs a week i would like to know where they get them, bunch dum hilljacks in that pound that does not care at all for animals.

MAry holiday, I have read the same dinky blurb you’ve put up here three times, that only says to give money, but you don’t say anything else about what this ‘Rescue League’ is doing or will do about the animals. Elizabeth has been speaking in all caps much of the time, but she is actually giving information about what’s been happening there (and she’s passionate while doing so, which is easy to see), and I’m thinking she is right in saying you are not doing anything other than trying to get money while not actually helping animals.

  16. It sounds like the powers that be will not allow volunteers to do what they are willing to do to help the animals. Is there an investigative reporter or someone willing to do an expose on what is actually going on there. My heart goes out to the poor animals and the people who are trying to help them.

    Is there a large enough group that go to the county commissioner meetings or meet with the governor?

    I’m wondering if they are being paid for the animal remains. What happens to the bodies once they are killed?

    Something is just not right here.

    1. THEY REALLY NEED ONE OVER THERE SIR TO DO A INVESTIGATION ON THEM. AND TO EXPOSE THAT PLACE FOR WHAT IT IS.. THE COUNTY COMMISION WILL NOT LISTEN TO NO ONE AND PEOPLE NEED CALL THE SENATOR MANCHIN OR THE GOVERNOR I DONT KNOW ABOUT HIM HES FROM LOGAN ALSO. THE ONE VOLUNTEER SAID THEY HAUL THEM TO A DUMP BUT I DONT THINK THEY DO. SOMEONE POSTED ON LOGAN TOPIX THAT THEY WAS CAUGHT YEARS AGO THROW ANIMALS IN AN INCINERATOR. AND THEM STILL ALIVE. AND THERE IS SOMETHING GOING ON AND THE POUND IS WAY OFF BY ITSELF SO NO ONE CAN SEE OR KNOW WHAT THY ARE DOING UP THERE AND EVERYONE WHO HAS BEEN THERE SAYS THEY GET MAD AND RUN YOU OFF IF YOU SHOW UP UNEXPECTLY.. THERE IS SOMETHING. DEFIITELY GOING ON OVER THERE. AND IT DOES NEED INVESTIGAGTION IF SOMEONE COULD PLEASE HELP THE ANIMALS.

  17. I’ve been offline since yesterday afternoon and signed on this morning to a couple dozen comments in the moderation queue from first time commenters. I haven’t had time to read through all the comments thoroughly but a scan reveals what appears to be some idiotic contest between 2 people trying to see who can make a bigger ass of themselves. Those 2 people have been placed on moderation and if the childish behavior continues, they will be banned. Grow up people – dogs are suffering and dying in your pound. Do something about it.

    1. Christ on a pony – the asshats have friends! And they are now sending in comments for approval as well. No comments bickering about who has been banned from whose FB page or whose mama is fatter are going to be approved. You guys are pathetic fucking morons. No wonder your local shelter is a house of misery. It looks like the only hope for the dogs in Logan Co is if a grown up moves into the area and gets to work reforming the shelter.

  18. We are in desperate need of help here! Our County Commisioners refuse to do anything about the pound employees, they are currently asking for donations for the Miss WV pageant on their rescue site Logan WV Animal Rescue…. REALLY???? What about the animals Mr. and Mrs. Browning???? I’m sure Summer Wyatt of the ASPCA is really proud!!!!!! You are letting animals lay in the pound Mr. Browning dying of distemper with NO medical attention and all you and Mrs. Browning can do is ask for pageant donations!!! Please call our county Commisioners and let them know how you feel about this atrocity 304-792-8626

  20. The saddest aspect of this whole deplorable situation is that many dogs will suffer and die simply because the county commission and pound workers are trying to cover it up. SAFE volunteered to remove all of the dogs from the pound and get them proper veterinary care, all at SAFE’s expense. This would have allowed the pound to be properly disinfected and would have saved the pound and the taxpayers who fund it some money. It would also have resulted in less suffering and fewer deaths. I can’t think of any legitimate reason why this offer was refused. As it is now, regardless of how well that place is cleaned, there will still be distemper carrying dogs who will transmit it to every new dog that comes into that facility.
    Do the people in charge actually think that anyone believes that news organizations have been refused a tour of the facility because of the quarantine or cleaning process? It is obvious they are doing their best to keep the public from seeing the overwhelmingly disgusting conditions that the dogs are kept in.

    1. To me, this is the proof that they don’t intend to let anyone know the truth of what’s happening. They would rather let those animals suffer and die (be killed) than to take the available help. That moves this into a whole new level of evil.

  21. I can only hope that in light of recent events, the people of Logan, WV, once the quarantine is over, will go and demand to be let in to the Logan County Dog Pound. Don’t take our word for it. Go yourself and see the deplorable conditions there. Yes, there have been shelters who have had an outbreak of Distemper, but have there been outbreaks of Parvo, Coccidiosis, Sarcoptic Mange, and every other horrible disease you can think of? We have rescues come in from other counties and states and they are speechless after seeing the conditions these animals are forced to live in. What other place do you know of that if you go into and adopt an animals, the animals are infested with cockroaches? We were told no one else would want the job of Dog Warden, well you are wrong Commissioners, there are people who would want it and would do the job correctly. I would love to have the job and since we have been doing their job for over a year now anyway, give it to one of us. We don’t want our animals to suffer any longer. Yes, Logan residents could do a far better job taking care of their animals. Yes, we desperately need a low cost spay and neuter clinic in Logan and yes, we need laws that will prevent our County Commission from being over animal control, when they know nothing about it. We can’t even get our Commissioners to go in the pound. I guess if they don’t go they can pretend all of this is not happening. Stand up Logan WV residents and demand our county quit funding Zombie Walks and put some money into the animals, who did not ask to be born and left to die in this hell hole.

    1. Lesley, Is there a public meeting coming up of the county commission? Do they allow speakers? If so, is anyone going to speak for the animals?

  22. There is a county commission meeting monthly. You have to call and be put on the agenda. We have met with county commission several times, both in public meetings as well as private ones. We were supposed to be be able to help make decisions as far as the animals were concerned, but so far this has never happened.

There are 2 vets in our community who are thoroughly disgusted by the 2 pound employees but our county Commision who are fine upstanding Christian men refuse to put a stop to it, we as a community will not stop fighting for the animals rights because as of now they are laying in the pound dying slow miserable deaths due to distemper and have not received any medical attention…
