    A woman hit a dog with her car and the dog died. Now she is suing the dog’s owner for $900, the cost of repairing the car.

      That is actually not unusual. If you swerve to avoid an owned animal and hit a telephone pole, the owner of the animal (at least in my state) is liable for all damages to you and the vehicle. You essentially caused the accident by allowing your animal to roam (and this applies to cows, horses, cats, dogs, etc.) and create a roadway hazard.
