Dog Needs Out of MAS, uh “immediately”

Remember the three skinny dogs caught on the webcams on June 29 and posted on the blog June 30?  A caring citizen (Lou Ann) sent two inquiries about one of the dogs on June 30 – one to MAS (requesting the ID number) and the other to the city (requesting records).  On July 1, she received a response from MAS that did not provide her the ID number but did indicate that the dog’s ID number had been forwarded to the records clerk so that the records could be pulled.

However on July 7, the city responded to her request with a denial on the basis that she didn’t provide the ID number.  Lou Ann forwarded to the city the message from MAS regarding the ID to straighten things out.  On July 14, Lou Ann still hadn’t received the records so she sent an inquiry to the city regarding the status of the request.  Receiving no response, she sent a similar inquiry on July 18.

Finally on July 19, Lou Ann was informed the dog was on the kill list for today but MAS would place a temporary hold on the dog if she would let them know “immediately” if she wanted him.  She sent an additional inquiry to try and get some info on the dog but basically all we know about the temperament is that he “seems fine” and “needs a little work”.

The dog’s cage card indicates he is a 3 year old male Bullmastiff mix, confiscated in a cruelty case on June 29, 2011.  The card also shows the dog has been vaccinated and is heartworm positive.  ID #A228718 in cage 323.

If you are able to foster this dog, please contact MAS at (901) 362-5310 or leave a comment here and I will do my best to help.  Otherwise, please share him.  I’m sorry I don’t know how much time we may have here but I think it would be prudent to assume it’s not a lot.

I hate to sound like a broken record but if MAS would list their pets online upon intake, we would have been able to start networking this dog weeks ago.  And of course, if Memphis wasn’t so busy playing Keep Away with the MAS records, we could have received this information weeks ago and gotten started on trying to help the dog.  But here’s what we got.

He seems fine but does display characteristics of a dog that has not has any training. He is pretty active and will charge at the cage – although not in an aggressive manner. He would just need a little work. Do you want him?

  1. The citizens of Memphis should be outraged at this gobbledegook MAS keeps throwing out. Earlier you reported that MAS has Chameleon software. What a waste of a lot of money! If in fact Chameleon is up and running then they have all the capability they need to assign IDs at intake and then track that dog all the way through the system. They can even use a cheap UPC scanner to track all the IDs assigned. If all they want is inventory control then Chameleon has lots of capabilities in this area.

    This guy running the place is obviously no more than a dog catcher with a badge and a catch pole. He doesn’t have a clue what he’s doing. I truly hope this leads to the downfall of the mayor so they can get a mayor who cares and who will hire someone to run the facility with some compassion. T

  2. Did anyone else catch this -Pepper said “we would love to get IT out of here”…..IT – IT – IT….apparently that’s all these animals are – just a bunch of ITS…..and this is a compassionate person?! I could disect so much more of his e-mails- but this was a start.

    1. I caught that too. One of my pet peeves. Dogs are never “its.” If you are unsure of gender say “he or she” or even the grammatically incorrect “they.” I prefer iffy grammar over relegating a sentient animal to the level of an object.

      1. The use of “they” as the third-person pronoun for individuals whose gender is not known dates back to Chaucer. It is not “grammatically incorrect.” That idea is an invention of 18th/early 19th century academic grammarians who invented the idea that “he” and “man” can have a gender-neutral meaning.

      And this game of keep-away as Shirley so aptly called it is BS. As far as I am concerned, Matt Pepper and it’s staff and supervisory its are now fair game for whatever uprising is necessary.

      To the dogs and cats at MAS I have this to say, translated from our Egyptian friends in Tahrir Square recently: “Eshked heluwa al huriya” = “How beautiful is Freedom”!! The people united will never be defeated. How about it people????? In this pups and the others’ names?

      1. That hit me right away, too. These animals are either male or female – living, breathing (at least for a bit at MAS), feeling beings. I think that MP’s continual reference to him as an IT speaks volumes about his attitude toward these precious creatures.

    3. That flew out at me too. Matthew Pepper should really get in the habit of using gendered pronouns. It’s the very least he can do to give the illusion that he cares AT ALL.

      Methinks he’s just not very good with words. By saying that “no rescue responded” (emphasis mine), this suggests that rescues were contacted in the first place? Who did he contact?

      1. The e-mails that are periodically sent out to rescuers are usually a list of ID numbers, sometimes a little more, never any photos, and they end with something like “Let us know within the next 5 hours if you can take any of these ID numbers or we’ll kill them”. It’s sad.

    I know this is a lot to ask, but has anyone (who lives near MAS) offered to take pictures for the shelter and post them? Clearly the people who work there can’t be bothered, but what about some volunteers? Or do you think MAS would strike down this ides with their iron fist?

    1. Several people have offered to take pictures of the dogs — declined by MAS. Someone even donated a camera that works with the Chameleon software. Again — has yet to be used.

      1. Yeah, I knew someone offered up the camera, but I didn’t know people had offered to actually take photos. What was MAS’ excuse for saying no?

        It seems like they just want to kill these animals. It’s a ludicrous thought, but why else are they SO resistant to people helping?

    “Responded”. Responded to WHAT? Did he contact rescues regarding this dog? Did he advertise this dog in any way AT ALL? Nice blame shift Mr. Pepper, but the reason no one was interested in this dog was because you hid him away in the back and never let anyone know he was there.

    And why can we not identify a dog from a photo? Suppose I’m out of town and my petsitter loses my dog? I send MAS a photo of him and ask them to look for him – could they identify my dog from a photo? Dear God I hope this never happens to anyone because it’s apparently impossible for MAS to print out a picture and walk up and down the aisles to see if any animal looks like the photo in their hands.

  7. Cue the circus music. I’ve never heard a shelter director refer to a dog as an “it.” Especially not one from a cruelty case because the director usually knows who they are and knows the details of the case. This guy is a clown when it comes to running the place and a sociopath when it comes to caring. I feel very sorry for the animals at MAS every single day. I know things will change for the better eventually but it’s hard to think about what they have to endure in the meantime.

  11. I read your blog daily Shirley and do what I can on my end here. I am a volunteer rescue worker mostly with Pit Bull Rescues etc.

    First time commenter here. But this is so friggin disheartening. I am always suprised by the incompetence level. Sorry Memphians but its like there is inbreeding at every turn with the people in power at many Memphis Government positions. Talk about low friends in high places. I hope this doggie gets a chance!

Matthew Pepper and AC Wharton and all those responsible for this huge embarrasing mess and heartbreaking shame should be called to account for these poor voiceless dogs who are constantly being ‘lost’ in the system. The staff in charge must be called to account by a higher authority. Enough is enough. What chance have the dogs and cats got in MAS to be rehomed when they are clearly invisible to all who could help them. How can you lose a dog that shows up on the webcam and is obviously in there? Why is correct procedure not being adhered to? Why are dogs unable to be traced? Why are the victims of cruelty cases being let down further – even when they are taken into shelter? When is a shelter not a shelter? It seems when it’s called Memphis Animal Shelter…

    I am truly shocked at how bad things really are in MAS. Each day my email inbox is filling up with updates about Memphis Animal Shelter and I haven’t had one update that shows anything good coming out of this place. The news is all sad, wrong and distressing. And I wonder how the people of Memphis whose hearts are filled with music and soul, can cope with knowing that their local place of safety for unwanted, lost, neglected and stray animals is not really a place of safety at all. It’s a death trap where only a handful of lucky animals will ever get through the maze of sorrow and misery to a new life in the arms of a kind adopter.

    MAS is a world of hurt and these daily betrayals of frightened, sweet and innocent animals must end.

    Please show some mercy, find this dog and help him back to life, then start making all the other dogs visible so they have a chance. It’s time to turn things around. The world is watching.

    1. Maria, my sweet friend, you have nailed it here. This shell game that MAS is playing is ridiculous. If FMAS even remotely cared about getting animals adopted, they’d post these dogs on PetFinder and Facebook the day they arrive & give rescuers a chance to network them. Sadly it seems the volunteers who have cared the most have been shoved away by MAS, because they had the audacity to speak out about the truth of what is going on behind closed doors at this house of horrors. How could anyone outside of the direct mailing list of FMAS have a clue that this dog had been listed?? Simple answer – they couldn’t.

      Wharton’s recent statement to the press ladling blame on the community for not spaying and neutering, and then bragging about the fact they don’t turn animals away just left me shaking my head in astonishment. Yes it’s true that responsible guardians should spay and neuter their pets. But to brag about never turning an animal away and then quoting the numbers that translate to a 77% kill rate is nothing to be proud of!! Hello?!?

      As you know, I’ve tried my best as a journalist to raise awareness about this nightmare for animals, having written no less than 4 editorials in the last 6 months (the latest: http://www.examiner.com/animal-advocacy-in-national/things-go-from-bad-to-worse-at-mas). Sadly, it seems that the government officials in the City of Memphis (translated Wharton) have selective deafness and blindness. They punish the exact wrong people (the ones who care and are vocal about the truth) and then hide behind a lot of doubletalk and empty promises.

      God help this precious boy and all the innocent lives who have the misfortune of ending up at MAS.

    Here is one handsome fellow who came into the shelter with cruelty being charged against the owner. He needs a new home where he will be TOTALLY loved and taken care of. Sadly his previous “owner” let him get heartworms :-(. This boy is listed as a Bull Mastiff x. He is listed as 3 years old. He just has the cutest face ever. This handsome boy has not had a very good life so far. If you are a lover of the “bigger boys”, and can take care of his heartworms, please come in and meet this boy. His id number is 228718, and he is being housed in cage 323. The shelter is completely full, adoption is full and healthy hold is full, so we have been asked to see if we can find him a home or rescue by close of business Saturday. The adopted/rescue will need to bring in a letter from their vet stating he will be treated for the heartworms. Please share this guy with all your big dog lovers! He would so appreciate a home where he will be treated with the kindness he deserves.

    This information about this dog had been sent out in an email you might want to check with [redacted by blog owner] to see if she got. There is evidently a list of people these animals need help go out to. Will email the shelter tomorrow and see if she is on the list of people who get the emails. If she is not, she might want to get on the list. I just got on the list and crosspost any dog or cat needing help.

    1. How on earth would ANYONE know that this dog was the dog Lou Ann was asking about? The requested ID number was not provided. The records request were denied and then ignored. She tried to help the dog and got stonewalled at every turn.
      And I’m editing your comment to redact the last name you used as I have no knowledge of whether Lou Ann gave you permission to post any such info about her here. You are on moderation in future. Do not try to pull this kind of stunt again.

    2. I saw this dog on the webcam on June 29. He was SO thin that I (and a couple of others who also saw the webcam pics) requested records on him. I sent the webcam shots (you see them above) to the proper authorities to request ID# and any other information. It traveled (and stalled) through the ridiculous red tape — and even though I asked 3 add’l times for a status, I JUST today received the kennel card and the owner surrender card with a note from Pepper that oh, by the way he’s supposed to be killed today. The cards contain contradictory information!! I was not privy to the special mailout or posting by FMAS. The dog needs out — we are trying to help him.

    1. This is the first time I’ve seen anything about an official response to the idea of privatizing the shelter. If they really do put out the RFP (Request for Proposals) in Aug. then I hope area no-kills will respond and one of them will get the contract.
      Big if–but sounds like the City may be serious. Worst case scenario–Friends gets the contract instead even though they’re not even remotely qualified to run the place.

  17. I really wish I had the money to get the contract for MAS so I could privatize it. Im not saying that I would really know what I was doing, Id need help for that, but Id definitely be more caring and would adopt the NKE. I would be more compassionate in 5 minutes than these people have since they started working there. Im a little confused as to why they are privatizing it now if they made this new shelter? I assumed that by deciding to privatize it, it means that all of them are out of there (unless the people who buy it wants them there) or that they want to leave, which I doubt. What happens if no one buys it? Or will someone somewhere buy it no doubt? Any help would be appreciated on this..

    1. Since the City is talking about sending out a Request for Proposals, they probably want a contract with a nonprofit to run the shelter. So they’ll be taking bids and will probably award the contract to the lowest bidder. I’m sure they have a rat’s nest of regulations regarding outside contractors, but the main issue for them is probably $.

      1. In my part of the world, PRIVATIZATION means that the city or town HAS NO POWER AT ALL in the running of the shelter. They can contract with the private shelter to be the dog catcher, but they have nothing at all whatsoever to do with the shelter. Thus, I am confused why the CITY is putting out the RFP. This means they will still OWN the shelter and its workings, doesn’t it? Which means exactly dick. Someone please clarify for me. And if Nathan is watching this blog – H-E-L-P. Although, I believe that this is a ruse to calm people down on the eve of a demo against the killing and to find Kapone.

  18. Lou Ann has named this dog Henry. Memphis gangbangers are trying to sort out who amongst them is the least likely to get fired by taking an extra long lunch w/out notice today to go down to MAS and pull Henry. The plan is for temporary board and treat at a vet clinic until it’s determined Henry is not contagious and then it’s off to foster. Will keep everyone posted as things develop.

  20. Praise heavens for you guys! Henry has a shot at a real life with a loving home. Had it not been for you guys, he would just be another sad statistic.

    Without the webcams dogs like Henry will never be seen. Don’t these anencephalic, knuckledragging mouthbreathers better known as the MAS Director and the Memphis Mayor realize this? They’re so busy playing hide the truth that they have completely lost sight of what a shelter is supposed to do.

    Suggestion for those coordinating Henry’s escape: you might consider committing some minor crime while on your long lunch today. That way, if you do get fired from your regular job, you’ll at least be qualified to be hired at MAS through the Second Chance program. I hear there’s an opening there…

    Thats why I was a bit confused as well. To me privatization means that the government workers will be out of there, needing new people, but they keep saying that the new shelter is going to be a good thing and I dont see why it would be if they lost their jobs (to us its good, to them its not). So I dont want to get my hopes up too high on that unless I understand this 100%..
