Mary Jo Frazier was allegedly killing animals for personal enjoyment during her 18 years at Boulder City AC in Nevada. Co-workers report she killed animals before the mandatory holding period had expired to keep the shelter empty. And because: yay killing. She faced a judge this week on animal cruelty charges:
An 8NewsNOW I-Team first reported, an affidavit against Frazier alleges 91 instances of unusual animal deaths at the shelter and more than 1,200 suspicious cases.

“There is no doubt that these actions occurred. We know that because this defendant documented all those euthanasias in a log book,” said prosecutor Amy Ferreira.
Yeah I can picture that. Sort of a pen and paper version of Jeffrey Dahmer’s refrigerator.
The prosecutor says the statute of limitations for animal cruelty in NV is 3 years so Frazier can not be charged for all of her alleged crimes.
Frazier’s lawyer asked the judge to release his client on her own recognizance but the judge upheld the $50,000 warrant for Frazier’s arrest. The lawyer then asked for bail to be reduced to $6000 but that went over like a lead balloon. Gee, maybe that whole fleeing the state thing after the police investigation wasn’t such a smart move by Frazier after all. She was handcuffed and taken to jail.

Frazier “systematically killed animals that came into the shelter” and “committed the same crime over and over and over again,” Ferreira said. “This is an individual who has engaged in this conduct repeatedly, who was told to stop.”
This is important. The prosecutor in this case is saying that the systematic killing of shelter animals for convenience is a crime.

Rick Berman’s PR firm had created the Center for Consumer Freedom, an umbrella group for such companies as Monsanto, Philip Morris, the restaurant, alcohol, tobacco and other industries, including factory farm corporations and slaughterhouses. It changed its name to the Center for Organizational Research and Education in early 2014. this group was esponsible for the creation of the Petakills website, and other attack websites for groups that CCF has a problem with. What a lot of the businesses included in CCF have in common is-they had at one time or another been the subject of undercover investigations by PETA, which ended up exposing severe animal cruelty by the companies involved. Maybe we can now get some local law enforcement and AG’s office to take a serious look at sme/many animal “rescues” that attain animals using donation money, they bring in more, and more, and more animals every week, but then won’t tell anyone where ALL of those animals (which are considered assets even when attained with donation money).

The FACT is that when animals are attained with donation money, the rescue is required by law to tell the public WHERE each and every animal-asset is, and what happens to them.
Regarding being attacked by their vicious followers if you ask questions: make sure you take screens hots of your questions to the rescue, and also the attacks on you by their nasty followers just because you asked some valid questions.
Complaints should then be filed with law enforcement in the region the “rescue” is located in regarding bullying, threats, stalking, etc.

it never ends… Toronto Animal Services here in Toronto just killed a very adoptable rottie who had not one but TWO offers to adopt (including the very experienced vet tech that found the dog loose, emaciated but friendly and fine in her clinic for more than 24 hours with dogs, cats and people)- then we have the horrific OSPCA here in Toronto who seized 21 dogs from a fighting ring and now wants to KILL them – because of course they haven’t been abused enough.
At our city run animal control, it’s perfectly ok to euthanize highly adoptable animals. There is only a 3 day stray hold and if the animals are under 8 weeks, there is no hold. They euthanize entire litters of kittens and puppies often enough. There are many volunteers and a fantastic social network system set up so many of those babies get pulled by local rescues and fostered locally. I think euthanasia for 3 week old kittens should be illegal no matter the circumstance.

you have to wonder why the local authorities do not set up cheap spay/ neuter programmes , there would not be this problem then , it should be mandatory that cats and dogs are neutered , the only breeders could be registered dog breeders that breed only certain breeds , and before they sell a dog/cat it should be neutered . This over the course of about 1 year should stop the irresponsible breeding of these dear animals , it would help make no animals available for dog fighting also . Then need of shelters would be gone and the need of so many animal control officers would be less . Costing in the long run, local authorities , a lot less in wages , vehicle running expenses . then anyone that wanted to buy a dog would have to buy from a registered breeder , may cost them more in cash , but it might make them look after it better .
Some months ago we went to the pet food pantry. I don’t know if we will be going back, but it was very good that they gave us coupons for free spay & neutering. Boots the Chihuahua will not have to go into heat again, and Cootie the kitty will not father any more litters of “alley cat” kittens.

There was a director at Sacramento County that loved to kill as well. She moved to Stockton after getting pressure here and killed every animal at the facility to start clean. She was subject to investigation but last I saw got away with it. Monster bitch.

Have to disagree here. The ones the “shelters” are supposed to actually SHELTER those animals and choose to kill them instead. There are communities of every size and economic level who are sending more than 90% out the door alive. Killing is a choice and there are better choices being made. And these animals who are being killed are already born! That’s an old argument (and I believe in spaying and neutering unless there is a medical reason not to) that just excuses the killing.

I heard of one county shelter in Florida that removed the cameras from the euthanasia room, when they started getting complaints about how the dogs were being euthanized. Shelters are not rescues….they are usually controlled by a city or just donations or sometimes both. Cities usually vote for the director. Rescues are people who save puppies from bad situations, they usually only take donations to cover costs for vetting. They do not save dogs and kill them. Apples and oranges folks.
Is it possible the animals were euthanized due to lack of resources to sustain them? People complain about shelters all of the time, but few people seem to realize they are overrun with unwanted animals and even fewer people care to donate money or volunteer time to assist.

There is a special place in hell for cruel heartless people like her. I have adopted shelter dogs and forever changed their lives and my own because of them. Their love is different. They are so grateful to be saved that the bond you share is deeper and lIke no other. They love you more than they love themselves. I can’t imagine harming and killing these precious souls for any reason let alone pleasure. I hope they haunt her every minute of every day and never let her rest. Maricopa County killed a dog 1 hr. after it came in. They said it was having trouble breathing, yet the woman that turned it in had video of it in the lobby and it was doing fine. They contacted the owner of the dog (it had a license & micor-chip) 1 hr. after killing it. The owner is now suing Maricopa County Animal Control, the director of the shelter has resigned. Hopefully the new director will make positive changes.

Thank you for your post! This is a huge case because it sends a signal to all those shelter directors who think they are above the law. This type of thing is going on in shelters all over California. One example comes to mind, San Diego Animal Control , after holding a giant press conference last summer stating they are now “No Kill”…. it was just revealed that they have been killing over 100 ADOPTABLE animals a month. Many shelters often move dogs to other shelters and say they were adopted or rescued, and they are then killed at that kill facility. San Diego’s deception was revealed by an investigative reporter, Jeff McDonald who wasn’t afraid to dig and print the story. Many volunteers were “fired” because the wanted to walk dogs, and the director Dawn Danielson told them it was better if the dogs pooped in their kennels because it helped to control “infections” at the shelter. They are closed on Sundays, a day that families might come to adopt. They speak out of both sides of their mouths. These are the types of sociopaths we have as shelter directors all over the state. They are treated like the priests who were moved from parish to parish. They are never punished, they just get another job in another shelter. Shelters like Moreno Valley and Devore both have directors who it seems would rather kill than adopt. Instead of spending money on spay and neuter, the cities and counties have made a conscious decision to invest in job security for shelter workers. Devore and Orange County round up dogs from around their county and are actually PAID by the different cities to kill the animals. They have set themselves up as the killing facility for the county, it’s a holocaust for the homeless dogs and cats. They are trucked in and killed. The killing goes on, often when there are rescues to take the animals. The California Hayden laws that were designed to protect animals with min hold times, vet care and requirements to give animals to rescues instead of killing them are not followed. No accountability.

About time this was enforced!! Yet people like me who want to start a legitimate animal rescue out in the country to take in the strays that get dumped and have them find forever homes can’t find the right resources to help get going because of POS like this and the many many more out there! If the laws were enforced to the fullest then MAYBE they would have more stricter rules and regulations to actually be followed through with to ensure this isn’t happening. The world today has no remorse, no compassion and no conscience when it comes to LIFE, be it an animal or human. Just sickening anymore.

I don’t know how these people have these pets for years and then just decide one day they’re tired of it and bring it to the shelter to be treated like crap and either killed or possibly given to a horrible home that sbuses them! IMHO, this is a multi-pronged problem. 1) People must spay and neuter their animals so they stop breeding. 2) People must to donate money to animal rescues who are able to help keep the unwanted animals out of the shelters. (or, start your own rescue). If you have a great animal shelter, then donate money to them instead. 3) People must be responsible when they adopt animals and do everything in their power to keep and love that animal until it takes it’s last dying breath. This problem will not go away until all of us humans become more responsible.

I want an animal shelter to take the very same care I take of my pets. I want them to be seen as individuals with a right to live, given appropriate medical care, and handled in a gentle and humane manner. I don’t get paid to do any of that, yet I do it every day. Why can’t they?

I would no more post here about unjust killings of African Americans than I would post about animal shelter abuse and killing on a Black Lives Matter blog. I am very happy about some justice for the helpless animals who sadly, came into this sicko’s air space! But, what bothers me, is the fact that she was killing animals for EIGHTEEN YEARS at this shelter, and no one around her noticed? There had to be someone who knew something suspicious was going on..I think with this case, and others like it, there now needs to be a careful screening of anyone who walks in to apply to work in an animal shelter..It is worth having them evaluated because they will be deciding the fate of many animals who do not have a voice..There are sociopaths like her, who will purposely work in places that have the victim’s they are seeking..Let’s learn from this awful case! And, she only got 3 years? It’s something compared to other similar cases, but, I’d like to see a much longer sentence of course…

The issue of “criminal intent” is a big one, and quite problematic. If her attorney can manipulate the argument in such a way that he persuades a jury, first, that her killings were necessary to keep an overburdened “shelter” running, and that, second, no one can actually prove that she *intended* to do something illegal, her punishment may be significantly reduced. On the other hand, the Judge is the one who instructs the jury, and the Judge is clearly convinced she is depraved, so it’s up in the air whose point of view holds sway.

So many animals die needlessly every week in shelters. It is always sanctioned for the reason of overcrowding and that is the weakest reason I have ever heard because they do nothing to remedy it. If it is too crowded then it obviously needs to be expanded. You house animals then you build the housing to fit the need, not kill to keep the count down to what you can accommodate. So many of these shelters are funded by tax payers. Any government funded agency should be able to build or change locations to fit the need. When jails get overcrowded do they kill the prisoners to make run for more? It is bad enough when they kill due to overcrowding but this woman seemed to kill for the sheer joy of it! I am glad they locked her ass up. So many poor dogs and cats dying for no good reason as it is, she didn’t need to increase the numbers. Yeah – I am very glad she will do time.

Everyone has an opinion here but let me stand up for the hundreds of rescue groups who continue to perform the never ending task of trying to help unwanted animals around the world.
The large majority of shelter workers are volunteers who do above and beyond in their efforts to save them all.
This wo.an is not typical and I hate seeing so many people rush to judge all rescue, shelter and animal control workers by her standards.
We know that! The majority of you are angels, and saints. We know that! And we thank you from the bottoms of our hearts for all you do. We know many of you buy food and pay for medical care, and go into debt over it. We know you feed feral cats rain or shine. We know, and we cannot be thankful enough for all you do. But we are as passionate about animals as you are, and we want this woman to be brought to justice. And, I wish we could get someones attention to discuss a few rescues in Las Vegas that are doing unethical things. Not just anyone should be able to rescue animals, there needs to be standards and over sight.
Stop spreading the “unwanted animal” ignorance. EVERY animal is wanted by SOMEBODY! That “unwanted” lie has one purpose: To try to excuse the “shelter” 4 it’s failure to do it’s job.

I think all shelters should do what our spca does here where I live,if you are low income you can bring your dog or cat in to be fixed,micro chipped,first shots,nails trimmed and ears cleaned for 50 dollars,this helps keep the populations down,as far as this pos goes I hope to hell she gets treated like dirt in jail,shelters are there to help animals not kill them

Seems like these animal shelters attract the worst kind of sick individuals to run them. They are not shelters but death traps. Where I live, I haven’t heard of any type of torture or killings of these precious animals. I’d like to think where I live, has a strong based of animal advocatesto hopefully vere off some of this. OK bash the shelters if you must my little home town had a very high kill rate and like this woman we had people that enjoyed killing after years and years the people finely took a stand . it took a couple years but these pieces of shit are gone !!! now there are people working there that love and care for the animals !! it takes time to right the wrongs in the shelters first you have to find out if the shelters are operated but the city or county then you attend the meetings you can sign in to speak at these meeting , you ask them what is being done to make the shelters rescue friendly find out the hours the shelters are open evenings and weekends are a must because people work they need to be able to go to the shelters to look for a new Family Fur-Baby . also find out what board member is over the shelter if this person isn’t working to save the animals then it is time to vote them out of office as we did here last year our county commissioner’s met with the 3 rescues here they told us that if we could work together and raise $ 50,000.00 they would match that and would build a new state of the art Animal Shelter we did it several Business’s step up to the plate and offered their help by donating time and materials to build the shelter some time this year ground will be broken and the new shelter started the old shelter will be used for storage . the old saying that you can catch more flies with honey then with vineagur is very true in the begain some people that came from out of state to protest made death threats to the commissioners that’s not the way to get them to listen to you go talk to them feel them out put the wrong doing and mistreatment and killing of the animals out to the public by news media if the ones over the shelter won’t step up to the plate and change what is going on at their shelter . but what ever you do you never make threats it will back fire in your face and Really it starts in the homes of these animals spay and neuter your fur-babies make them much healtheir and save unwanted dogs and cats in shelters we has a low cost spay and neuter program here and 2 vets that work with us in 3 years we have spayed over 900 dogs and cats think about all the un wanted fur-babies that has saved going to shelters to never come out it starts with you the people the old saying put your money where your mouth is well for me it’s back up your words by doing something about what is going on in your local shelters we the people here in our town did and so can any one of you making comments here can do I’ve said what is on my mine thake you all for reading my thoughts
Many of us who comment here are involved locally with animal welfare work. Thank you for sharing the good things happening where you live. I’d love to know where you live and which shelter you are referring to. Sometimes you need to shine the light in the dark places, though, before something can be done. I know our local animal control hides behind “fake” statistics so a lot of the people believe they do a great job. When you are killing 50% of the cats and kittens you take in for “medical” or “behavior” then something is very wrong.
About time justice has been served for such a evil act of animal abuse. Tough laws need to be enforced now. Animals have rights too.

There is a dog being held by Bay County Animal Control in Florida, his name is Marley. They want to kill him over a misunderstanding. During rough play, he nipped a fifteen year old child in the home, no stitches, no Dr., just a Band-Aid applied at home. A meddling neighbor contacted Animal Control and Marley was taken away to Animal Control, where he has been for over nine months now while his poor family fights an incompetant and murderous Director of Bay County Animal Control in the courts for his release. Marley’s family loves him and wants him home. This case needs exposure to shame Bay County Animal Control into giving Marley back to his family and stopping this Animal Control Director from murdering more family pets whose families can not afford to fight for them in court. This week we are going to lose our beloved perfectly healthy 11 year old peacock that we raised from an egg …to the animal shelter to be killed because we have a neighbor who says we have a farm animal.This bird is loved by my daughter and so many neighbors except one nasty neighbor who reports everyone

Anyone who tortures, abuses, hurts, neglects or kills an animal, that is not hurt, or is not necessary to hunt for survival, and I mean truly necessary for food like someone who is stranded in the forest and literally starving, not someone who has a supermarket in a hundred mile radius, is truly damaged. The woman in charge of our local shelter in Northern California Is systematically Killing Animals for convenience and profit. Documentation has been obtained from her personal files verifying she needed to make room for the profit bearing kitten sales. There are civil charges against her but we need to file criminal charges and would appreciate anyone’s help for the silent voice of these animals. Currently she is euthanizing all cats found on Travis Air Force Base, stating they hissed in their two foot Cages after being tramatized in a trap. Common sense, a caged animal acts like a caged animal. Not all animals have the demeanor of Felix or Morris the Cat. In one year she euthanized 7000 animals. In two days, seven 55 gallon drums of dead animals were taken to the Nevada city dump from her shelter, all verified. Many of the animals were evaluated for adoption. Please help us save
our community pets.

PeTA does NOT save as many as possible. PeTA has millions of dollars and no adoption center. You cannot visit their “shelter” to adopt. Most of the animals they take in end up in their freezers or other kill shelters.

This type of evil goes on every single day! The ONLY way (that I can think of) to stop the abuse, torture, and the murdering of animals is very simple…let the punishment fit the crime. I think this bitch worked at the Hamilton county shelter in Ohio in 2001 because I remember her name. I found a stray young lab mix and thought I was doing the right thing to bring him there since his owner may have been looking for him. She told me wait 3 days then call to adopt. When I went back to get him after 3 days she’d already killed him. They had 30 empty cages and the staff said she’d orderd them all killed so that they wouldn’t have to clean up after them.

None of these stories are true about PETA. Yes they are spread by lobbyists who want puppy mills to remain in place and they are despicable even backed by the AKC who want the puppy mills to remain in the US. Peta has helped me a couple of times in the past removing dogs from filthy places and they did find homes forever. Don’t believe everything you read. Peta is still actively at work saving domesticated and Wildlife.
