That is actually not unusual. If you swerve to avoid an owned animal and hit a telephone pole, the owner of the animal (at least in my state) is liable for all damages to you and the vehicle. You essentially caused the accident by allowing your animal to roam (and this applies to cows, horses, cats, dogs, etc.) and create a roadway hazard.
